India Imposes Countervailing Duty On Textured Tempered Glass From Vietnam, Targeting Solar Glass

On February 11, 2025, the Indian Ministry of Commerce and Industry announced a final decision on countervailing measures for textured tempered glass, whether coated or uncoated, originating from or imported from Vietnam. It is recommended to impose a 5-year countervailing duty on the products involved in the case in Vietnam, with the tax amount being the difference between the landed value of the imported goods and the minimum price. The minimum price for Vietnamese producer Flat (Vietnam) Co., Ltd. is $593/ton, and for other Vietnamese producers it is $664/ton.
Given that India has proposed to impose anti-dumping duties on the products involved in Vietnam on February 10, 2025, in the form of a minimum price, the actual anti-dumping duty imposed on the products involved in Vietnam in this case is the difference between the determined anti-dumping duty and the actual anti-dumping duty imposed. The product in question is tempered glass with a transmittance of at least 90.5%, a thickness of 4.2 millimeters or less (including a tolerance of 0.2 millimeters), and at least one edge size greater than 1500 millimeters, regardless of whether it is coated or not. On February 13, 2024, the Indian Ministry of Commerce and Industry announced that it would initiate a countervailing investigation into coated or uncoated textured tempered glass originating or imported from Vietnam, in response to an application submitted by Borosil Renewables Limited, a domestic enterprise in India. The subsidy investigation period for the case is from January 1, 2023 to December 31, 2023 (12 months), and the damage investigation period is from April 1, 2020 to March 31, 2021, April 1, 2021 to March 31, 2022, April 1, 2022 to March 31, 2023, and January 1, 2023 to December 31, 2023.
