On March 27, 2025, the Indian Ministry of Commerce and Industry announced the initiation of the first anti-dumping sunset review investigation concerning imports of clear float glass originating from or imported from Malaysia. This action follows an application submitted by domestic enterprises Asahi India Glass Ltd., Gold Plus Glass Industry Ltd., Gold Plus Float Glass Pvt. Ltd., and Saint-Gobain India Pvt. Ltd.
Background:
In August 2019, the Directorate General of Trade Remedies (DGTR) initiated an anti-dumping investigation into clear float glass imports from Malaysia. The investigation concluded in August 2020 with a recommendation to impose definitive anti-dumping duties to mitigate injury to the domestic industry. Subsequently, on November 11, 2020, the Department of Revenue, Ministry of Finance, imposed anti-dumping duties on clear float glass of thickness between 4mm and 12mm imported from Malaysia, with duties ranging from $272.87 to $326.00 per metric tonne, effective for five years until November 10, 2025.
Current Investigation:
The sunset review aims to assess the need for the continuation of anti-dumping duties beyond their initial expiration. The investigation covers products under Indian customs code 70051090 and certain products under codes 7003, 7004, 7005, 7009, 7019, 7013, 7015, 7016, 7018, and 7020. The dumping investigation period spans from October 1, 2023, to September 30, 2024, with the injury investigation period covering 2021-2022, 2022-2023, 2023-2024, and the aforementioned dumping investigation period.
Stakeholder Participation:
Interested parties are invited to submit relevant information to the investigating authority via email within 30 days from the date of initiation. Active participation is crucial to ensure a comprehensive review process.
Implications:
The outcome of this sunset review will determine whether the existing anti-dumping duties on Malaysian clear float glass will continue beyond November 2025. The decision will have significant implications for both domestic producers and importers, influencing market dynamics and competitive conditions in the Indian glass industry.
Stakeholders are encouraged to engage proactively in the review process to contribute to a balanced and informed determination.
